How Much Does a Plumber Cost in Ottawa (2026)? Hourly Rates, Call-Out Fees and Flat-Rate Jobs

Two Ottawa plumbing companies publish what hourly billing costs here: $80 to $150 an hour (Safari Plumbing) and $120 to $180 plus parts (Plumbing Now), with a daytime call-out of $60 to $100 or $89 to $149on top. Several Ottawa companies do not quote by the hour at all. They price the job: Summit Drain & Plumbing lists a toilet installation at $220 and clearing a main drain through an accessible cleanout at $350. A tank water heater replacement is published at $1,800 to $3,200 installed. After hours, Ottawa companies add the extra in one of two ways, and a quote only compares with another once you know which.
Three ways an Ottawa plumber prices the same visit
- By the hour, plus a call-out. The plumber charges for time and parts, and a service call fee to turn up. Plumbing Now says hourly billers in Ottawa often set a minimum of one hour, so a fifteen-minute washer swap is billed as an hour. Safari Plumbing tells readers to confirm whether the call fee is included in the hourly rate or added to it, because both happen.
- By the job.The plumber looks, then quotes one price for the whole repair before starting. Plumbing Now and Mr. Rooter Plumbing of Ottawa both say they price this way, and Summit Drain & Plumbing publishes a list of fixed prices per job. Mr. Rooter says that unless the scope of work changes, the price stays the same however long the repair takes. Plumbing Now says that if a complication turns up, you get a revised quote to accept or decline.
- After hours, either model with a premium on top. That premium is either a higher rate for every hour or a dispatch fee added once. The section on after-hours work below sets out who does which.
Not every plumber agrees that a fixed price is the cheaper one. PlumbWize, a Burlington, Oakville and Hamilton firm, argues that hourly billing is often cheaper when nobody yet knows the cause, because a flat price has to carry what it calls risk padding. For a job with a known shape, such as a toilet or a faucet, a fixed price is easy to compare. For a leak nobody has found yet, ask how the price will be set once it is found.
Hourly rates and call-out fees, publisher by publisher
Four companies read for this page publish an hourly figure you can check. Three are in Ottawa. The fourth, in the Golden Horseshoe, publishes an Ontario-wide number; it is here for the provincial question and does not describe Ottawa.

What does a plumber call-out cost in Ottawa?
The Ottawa price lists read for this page give ranges, not an average. The two that publish a daytime call-out fee put it at $60 to $100 (Safari Plumbing) and $89 to $149(Plumbing Now). Summit Drain & Plumbing has no call-out line at all; it lists plumbing service calls at $80 an hour, labour only. After hours, Plumbing Now's dispatch fee alone is $189 to $249, before any work.
The question that moves the bill most is whether the fee comes off the repair. Plumbing Now says some companies waive it if you go ahead. Safari says to confirm whether it is included in the hourly rate or added to it. Neither states a rule. Get the answer as a number on the phone, before anyone drives over.
What do plumbers charge per hour in Ontario?
No provincial body publishes a plumbing rate, and salary sites answer a different question: what a plumber earns, not what a customer pays. The nearest thing to an Ontario-wide customer price is one company's summary. PlumbWize publishes $110 to $145 an hourfor regular-hours labour across Ontario and $200 to $350 an hour after hours. In Ottawa the published figures run from $80 an hour (Safari's floor, and Summit's labour rate) to $180 (the top of Plumbing Now's description of hourly billing).
PlumbWize's apprentice line, $50 to $80 an hour, rests on how Ontario licenses the trade. Plumber is a compulsory trade, and Skilled Trades Ontario allows the work to be done under a Certificate of Qualification, a Provisional Certificate or a registered training agreement, which is what an apprentice holds. Someone holding none of the three may not do the work, whatever they charge.
What common jobs cost when the plumber prices the job
These are three Ottawa companies' own figures, read 30 September 2026, each with what the publisher says the price covers. Hold a quote against them; no company is bound to match them.

Pillar Home Comfort publishes the same list as Summit Drain & Plumbing, item for item and price for price (Summit's adds four kitchen jobs). Two pages carrying one list are not two independent prices, so it is quoted once.
How much should a plumber charge to replace a toilet?
Published Ottawa prices for putting in a toilet run from $220 to $525, and the gap is mostly what the number includes. Plumbing Now's $325 to $525 is explicitly for a toilet you have bought yourself. Summit Drain & Plumbing lists toilet installation at $220 and does not say either way, so ask before you compare the two. Neither list mentions taking the old one away. Ask that as well.
A toilet that runs or will not refill may need parts rather than a new toilet. Plumbing Now publishes fill valve, flapper and flush valve repairs at $175 to $350, Safari lists toilet repair at $100 to $300, and Summit lists a tank repair kit at $170.
The City's list of projects that need no building permitdoes not mention toilets. It does exempt replacing kitchen or bathroom cabinets "provided plumbing fixtures remain in same location", which tells you where the City draws the line. If the toilet is moving, ask whether a permit is being pulled. The City charges $117 per application for plumbing-only work on its fee schedule, read 30 September 2026, so you can see how much of a permit line is the City's fee.
Water heaters: the replacement that needs no City permit
"Replacing an existing hot water tank" is on the City of Ottawa's list of projects exempt from a building permit, read 30 September 2026. Plumbing Now publishes a tank replacement at $1,800 to $3,200 installed and a tankless unit at $4,500 to $7,500 installed. Safari Plumbing puts water heater repair at $200 to $600. Before you book, settle three things.
- A gas tank needs a gas certificate as well as a plumbing one. O. Reg. 212/01, section 6 (1), says no person may install, repair, service or remove a gas appliance without a certificate for the purpose, and section 21 (1) requires the company to be registered as a contractor. Both come from the Technical Standards and Safety Authority. On a quote for a gas tank, ask for both.
- Check whether you own the tank. A rented water heater is covered by its rental agreement, so read that before paying anyone to replace it.
- Nobody can sign you up for one at your door. Ontario's O. Reg. 17/05, section 35.1, lists water heaters among the goods a supplier may not sell you in your home unless you asked them there. That covers the knock offering a new tank.
Sump pumps, priced before the spring melt
The two published prices measure different things. Plumbing Now's $850 to $1,650 is a replacement installed, with a battery backup adding $800 to $1,400. Summit Drain & Plumbing's $350 is labour only, and its backup pump with battery is $1,850 in parts and labour. The City's Residential Protective Plumbing programstates that rebates are not available for maintenance, repair or replacement of existing protective plumbing devices. A like-for-like pump swap earns nothing from it; the program pays toward new protection, on the terms and amounts on the City's own page.
After hours: the premium is charged two ways
Ask two Ottawa plumbers for their emergency rate and you can get answers that cannot be compared, because they are measuring different things.
- A higher rate for the whole job: Safari Plumbing says emergency work is typically 50 to 100 per cent above standard rates. PlumbWize's Ontario figure for after-hours labour is $200 to $350 an hour.
- A fee added once, with the repair at the normal price: Plumbing Now charges a $189 to $249 dispatch fee for nights, weekends and holidays, then its standard repair prices. Mr. Rooter Plumbing of Ottawa says an emergency during regular hours is priced like any booked visit, and only an after-hours call adds a call-out fee.
Ask whether the after-hours cost is a fee added once or a higher rate for every hour. Safari's own advice is to shut off the main valve and, if the house is not at risk, book the repair in regular hours. If the valve will not turn, Summit prices a new main shut-off at $350 or $400 by pipe size, a weekday job to book before you need it.
A repair agreed at your kitchen table has its own rule. The Province says that a home renovation or repair contract worth $50 or more signed in your home carries a 10 calendar-day cooling-off period. If the work has already started in that time you can still cancel, but you pay reasonable compensation for the work and materials provided. For a burst pipe that is most of the job, so settle the price before the tools come out.
Is it cheaper to hire a local plumber?
It can be, and the reason the price lists give is travel. Plumbing Now says additional travel charges may apply for outlying communities such as Kemptville, Carp or Cumberland. Mr. Rooter Plumbing of Ottawa says customers outside its usual area or in more remote parts of the city may pay a travel or trip fee. Carp and Cumberland are both inside the City of Ottawa, two of the 26 villages on the City's own Official Plan map, so an Ottawa address does not guarantee a short drive. A plumber based near you avoids that line. None of the Ottawa price lists read for this page shows a nearby company charging a lower hourly rate for the same job.
Local can also mean across the river. Skilled Trades Ontario exempts holders of a Quebec Certificate of Qualification in plumbing, and registered Quebec apprentices, from needing Ontario's, and their names do not appear on the Ontario register. A Gatineau plumber holding one can work legally in Ottawa; ask for the Quebec certificate rather than searching the Ontario list for them. The certificate you can check before anyone quotes
Plumber is one of Ontario's 23 compulsory trades, and Skilled Trades Ontario says journeypersons in those trades must renew their Certificate of Qualification each year. So a certificate valid when the company painted its van may have lapsed since, and the Public Registerlists people, not companies. Ask for the name of the plumber doing your job and look that person up before you compare their price with anyone else's.
How to compare two plumbing quotes
The Province's own guidance on your rights when starting home renovations or repairs (updated 6 August 2026) says to get written estimates from at least three contractors, never accept one over the phone or without the contractor inspecting the area, and put any contract worth more than $50 in writing. If the written estimate is part of the contract, the final price cannot be more than 10 per cent over it unless you agree to new work or a new price. Then ask each plumber the same six questions:
- Is this a price for the job, or an hourly rate? If hourly, what is the minimum?
- Is the call-out fee credited against the work if I go ahead?
- Are parts included, and are they itemized?
- Is a permit needed, and is it in the price? (The City's plumbing-only fee is $117.)
- Whose Certificate of Qualification covers this job? For a gas water heater, what is the company's TSSA registration?
- If this runs into the evening, is the after-hours cost a fee or a rate?
