Buying, selling or a new build

Why an Ontario home inspector needs no licence yet

Ontario does not license home inspectors yet, so the law tells a buyer less than they might expect. What it does settle is who may come to a new home's pre-delivery inspection, and that an inspection and an asbestos test are different jobs.

The licence that is not in force

Ontario's Home Inspection Act, 2017 says no person shall perform a home inspection unless licensed as a home inspector. e-Laws still lists the Act as not yet in force, to begin on a day named by proclamation, so as of 2026-10-21 no licence is required to inspect a home in Ontario.

A new build: the pre-delivery inspection

Tarion describes the pre-delivery inspection as a walk-through led by the builder before you take possession. A professional home inspector or anyone else may attend with you or in your place. The PDI form records the home's condition and is the reference for later warranty service requests.

What an inspection does not test

An inspector reports what they see. In a house built before 1990, Health Canada advises a professional asbestos test before renovating, and that is a separate job with lab analysis.

For that test, see asbestos testing companies in Ottawa.

Buyer guide

Hiring a home inspector in Ottawa

What separates a great home inspector from a cheap quote, and the questions worth asking before you sign.

  • Licensing is not in force yet

Ontario's Home Inspection Act, 2017 would make it illegal to perform a home inspection without a licence. Ontario's e-Laws still lists the Act as not yet in force, so today no licence is required. Ask what designation and insurance an inspector carries.

  • Ask about the RHI designation

Registered Home Inspector (RHI) is the designation the Ontario Association of Home Inspectors grants under the Ontario Association of Home Inspectors Act, 1994, which gives the association the exclusive right to grant it in Ontario.

  • New build? Bring the inspector to the PDI

Tarion says a professional home inspector may attend a new home's pre-delivery inspection with you or in your place. The PDI form records the home's condition at handover and is the reference for later warranty claims, so it is worth getting right.

  • An inspector looks, a lab tests

If the house was built before 1990, Health Canada advises a professional asbestos test before renovating. That is a separate job from a home inspection, so ask what the inspector will flag and what needs its own test.

Before you hire

What should you check before hiring a home inspector in Ottawa?

e-Laws lists Ontario's Home Inspection Act, 2017 as not yet in force, so the licence it describes is not required of any inspector today; it is worth reading to know what an inspector does and does not have to hold.

Common questions

Home Inspection in Ottawa, answered

Are home inspectors licensed in Ontario?
Not yet. Ontario passed the Home Inspection Act, 2017, which would require a licence to perform a home inspection, but e-Laws lists it as not yet in force (read 2026-10-21). Until it is, anyone can work as a home inspector, so check designation, insurance and reviews.
What does RHI mean?
Registered Home Inspector. The Ontario Association of Home Inspectors grants the RHI designation to qualified members under the Ontario Association of Home Inspectors Act, 1994.
Can a home inspector come to my new home's pre-delivery inspection?
Yes. Tarion allows a professional home inspector or anyone else to attend the PDI with you or in your place. Deficiencies go on the PDI form, which is the reference for later warranty service requests.
How much does a home inspection cost in Ottawa?
Ask for the fee in writing before booking, with what the report covers and the price of any add-on such as a sewer camera or a radon test, so two inspectors' quotes compare.
